The Jacobs-Lipman marriage certificate clearly shows that Rachael's father is Judah Jacobs, whereas the Jacobs-Cohen certificate names Lewis Jacobs, Glassdealer as her father. However, a pinch of salt may be required when reading about his military exploits - not because they have got it wrong, rather it is more likely that George expanded on the truth a little. He is supposed to have served in the Royal Navy during the Crimean War and lost a leg to a cannonball. He was also awarded medals. However, in the 1881 census they have an Edward Turner living with them who is listed as Father-in-Law, thus implying that she is Sarah Turner. However, when she married William her father's name was not given. The answer is simple: She was born illegitimate - see baptism, but her mother then married Edward Turner (presumably her father). In the 1841 census she is listed as Turner and in the 1881 Edward is listed as father in law to her husband.
